The list of photo effects is extremely long and many of them are included in the free version. You can preview each change before applying it and redo it afterward. It doesn't work with layers but neither does Lightroom.

You can use Fotor as a free alternative for Lightroom when you want quick fixes and special effects even if it isn't a match for its functionality.
